PROJECTS AND PROCUREMENT UNIT

Introduction
The Projects and Procurement Unit was created as one of the pioneer Units of the National Senior Secondary Education Commission. The Unit is one of five (5) service Units that work directly with the Office of the Executive Secretary.
Vision
To provide professional services to the Commission, its stakeholders and the general public in line with extant provisions.
Mission
To ensure professionalism in the monitoring of Projects and to conduct procurement processes in compliance with the provisions of the Public Procurement Act 2007; and to ensure value for money, transparency, fairness, and competitiveness.
Mandate
The mandate of the Projects and Procurement Unit is two -fold. The core mandate of this service Unit is primarily to support the activities of the Commission under the direct coordination of the Executive Secretary to achieve the mandate of the commission.
The mandate of NSSEC is to monitor and evaluate the development of Senior Secondary Education in Nigeria with a focus on academic brief and Master plan implementation, staff support, infrastructural input and other issues pertinent to ensure quality senior secondary education in Nigeria.
The Projects and Procurement Unit by virtue of this, is to ensure that due process is adhered to in execution of its Projects and conduction of Procurement processes.
STRUCTURE OF THE UNIT.
Functions of the Unit
- Coordination of Design and supervision of all Physical development projects of the Commission.
- Concept design and appraisal of projects for the Commissions’ intervention programs.
- Proper Procurement planning in collaboration with representatives from various Departments and Units of the Commission.
- Carryout appropriate market and statistical surveys and on that basis prepare an analysis of the cost implications of the proposed procurement.
- Award of contract for Procurements of goods, works and services within approved thresholds.
- Secretariat for Procurement Planning Committee and Tenders Board for efficient execution of Procurement for goods, works and services for the Commission.
- Liaison with Bureau for Public Procurement in order to effectively execute Procurement of goods, works and services for the commission.
- Constitution of Technical evaluation committee for the purpose of evaluation of bids which shall be made up of professional staff of the procuring entity and secretary of the Tenders board who shall be the chair of the Evaluation committee.
Projects/Programmes/Activities of the Unit
- Supervision of new NSSEC building, Maitama Abuja.
- Supervision of remodelling for NSSEC Office, Utako
Constitution and inauguration of Parastatals Tenders Board (PTB) of the commission. - Constitution and inauguration of Procurement Planning Committee (PPC) of the commission.
- In-House Training conducted for members of Procurement Planning Committee, Tenders Board and staff of Projects and Procurement Unit by resource persons from the Bureau for Public Procurement.
- Capacity building training for staff of Projects and Procurement Unit of the commission at ABU Zaria, Kaduna State.
Achievements
- Monitoring and supervision of NSSEC new building Maitama from inception to completion.
- Remodeling and Maintenance of NSSEC Building Maitama Abuja
- Procurement process for capital Projects of the year 2021 for National Senior Secondary Education Commission (NSSEC).
- In-House Training conducted for members of Procurement Planning Committee, Tenders Board and Staffs of Projects and Procurement Unit.
- Capacity building training for staff of Projects and Procurement Unit of the Commission at ABU Zaria, Kaduna State
Future Plans
- Training and capacity building programs for Staff of the Unit.
- Increase manpower of the Unit by the Management of NSSEC.
- Development of Software for Automation of Projects and Procurement processes to ease the operations.
